
Biography
He founded his first law firm in Ávila in 1983, where he practiced until 1991, the year he was elected mayor of the city, a position he held until 1995. He served as a Senator during the IV and V legislatures (from 1988 to 1996) and as Spokesperson for the Popular Parliamentary Group from 1995 to 1996. Following his time in the Senate, he was elected as a national Deputy for four consecutive terms, from 1996 to 2011. Within the Government of Spain, he served as Minister of Public Administration, Minister of Justice, and Minister of the Interior from 1999 to 2004.
In 2008, he returned to the practice of law.
In 2011, he became a founding partner in the creation of the new firm MA Abogados, formed by a group of offices specializing in legal advice for medium and large companies, with a national scope and an international outlook. As a lawyer specializing in Commercial Law, he has advised companies in the energy, technology, logistics, industrial, and insurance sectors. Furthermore, his political career has provided him with extensive knowledge of the regulatory environment and the functioning of public institutions.
He is also a Trustee of the Foundation for Social Analysis and Studies (FAES) and a Trustee of the Teresa de Ávila University Foundation, and he teaches courses, gives lectures, and leads seminars on law, politics, and social issues.
